Introduction: The Ministry of Agriculture & Farmers Welfare (MoA&FW) has introduced a digital platform called CDP-SURAKSHA (Cluster Development Programme – System for Unified Resource Allocation, Knowledge, and Secure Horticulture Assistance) to disburse subsidies to horticulture farmers under the Cluster Development Programme (CDP).
About CDP-SURAKSHA:
- Instant Subsidy Disbursal: The platform allows instant disbursal of subsidies directly to farmers’ bank accounts using the e-RUPI voucher from the National Payments Corporation of India (NPCI).
- CDP Overview: The Cluster Development Programme (CDP) is a central sector scheme launched by the National Horticulture Board (NHB) to reform agriculture markets and promote the horticulture sector.
Features of CDP-SURAKSHA:
- Database Integration: Includes integration with PM-KISAN, cloud-based server space from NIC, UIDAI validation, e-RUPI integration, local government directory (LGD), content management system, geotagging, and geo-fencing.
- Access and Functionality:
- Accessible by farmers, vendors, implementing agencies (IA), cluster development agencies (CDAs), and NHB officials.
- Farmers can order planting materials like seeds, seedlings, and plants, pay their share, and receive subsidies from the government via e-voucher.
- Vendors receive the e-voucher and provide the required materials to farmers.
Note on e-RUPI Vouchers:
- One-Time Payment: The e-RUPI voucher is a one-time payment mechanism redeemable without a card, digital payments app, or internet banking access, at merchants accepting e-RUPI.
- Distribution: The e-RUPI can be shared with beneficiaries for specific purposes or activities by organizations or the government via SMS or QR code.
