NITI Aayog has launched the ‘Sampoornata Abhiyan’, a three-month campaign from July 4 to September 30, 2024, aimed at achieving saturation in key performance indicators (KPIs) across Aspirational Districts and Blocks. The campaign focuses on ensuring the comprehensive development of these regions by targeting six critical indicators in 112 Aspirational Districts and 500 Aspirational Blocks under the Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP).
Key Focus Areas of ‘Sampoornata Abhiyan’:
- Aspirational Blocks KPIs:
- Percentage of pregnant women registered for Antenatal Care (ANC) within the first trimester.
- Percentage of persons screened for diabetes against the targeted population.
- Percentage of persons screened for hypertension against the targeted population.
- Percentage of pregnant women regularly taking supplementary nutrition under the ICDS Programme.
- Percentage of Soil Health Cards generated against the soil sample collection target.
- Percentage of Self-Help Groups (SHGs) that have received a Revolving Fund.
- Aspirational Districts KPIs:
- Percentage of pregnant women registered for Antenatal Care (ANC) within the first trimester.
- Percentage of pregnant women regularly taking supplementary nutrition under the ICDS Programme.
- Percentage of children fully immunized (9-11 months).
- Number of Soil Health Cards distributed.
- Percentage of schools with functional electricity at the secondary level.
- Percentage of schools providing textbooks to children within one month of the start of the academic session.
Implementation Strategy:
- Action Plans: Districts and Blocks will develop a three-month action plan to achieve saturation of the identified indicators.
- Monitoring and Outreach: Progress will be tracked monthly, supported by awareness and behavior change campaigns. District officials will also conduct concurrent monitoring field visits to ensure effective implementation.
- Collaboration: NITI Aayog will work closely with relevant Central Ministries, Departments, and State and Union Territory governments to ensure the campaign’s success.
About the Aspirational Districts and Blocks Programmes:
- Aspirational Districts Programme (ADP): Launched in January 2018, the ADP focuses on transforming 112 districts across India by improving key indicators in five themes: Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Infrastructure. Progress is measured on 81 indicators.
- Aspirational Blocks Programme (ABP): Launched in January 2023, the ABP targets the saturation of essential government services in 500 blocks across the country, focusing on themes such as Health & Nutrition, Education, Agriculture and Allied Services, Basic Infrastructure, and Social Development. Progress is measured on 40 indicators.
The ‘Sampoornata Abhiyan’ represents a concentrated effort to drive development in some of the most underdeveloped regions of India, ensuring that essential services reach every citizen and improving overall well-being and socio-economic conditions.
