Government introduced a new portal, the Building and Other Construction Workers (BoCW) Management Information System (MIS), designed to enable construction workers to register themselves and access various government welfare schemes. The portal was launched during a review meeting chaired by Labour Secretary Sumita Dawra.
The BoCW MIS portal will serve as a centralized data management system, facilitating the compilation and analysis of data from BoCW welfare boards across different states. During the launch, the Labour Secretary urged states and union territories (UTs) to register on the portal and regularly update their details, including fund utilization and the registration of workers under various central and state schemes. These schemes provide social security benefits, insurance, health benefits, housing schemes, and more.
It was noted in the meeting that approximately 57 million workers are currently registered with the building and construction workers’ welfare boards across the country, with a cumulative cess amounting to around Rs 1.15 trillion. Out of this amount, more than Rs 66,000 crores have already been spent on providing welfare benefits to these workers.
The Ministry of Labour is collaborating with state BoCW welfare boards to further extend the benefits of central government schemes to BoCW workers by utilizing BoCW cess funds. For instance, Ayushman Cards have been approved for 13 million BoCW workers under the Pradhan Mantri Jan Arogya Yojana (PM-JAY) scheme. Additionally, more than 85,000 workers have been covered with insurance under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PM-JJBY) scheme, and another 124,000 workers have been covered for disability protection under the Pradhan Mantri Suraksha Bima Yojana (PM-SBY) scheme, according to a statement from the Labour Ministry.
States and UTs were also encouraged to expedite the integration of BoC workers’ data with the E-Shram portal of the Ministry. This integration aims to provide a one-stop solution for unorganized sector workers, enabling easier access to various schemes.
The review meeting also assessed the readiness of states and UTs regarding the harmonization and finalization of draft rules under the four new labour codes. The Labour Secretary urged states to align their rules with the central draft rules to ensure consistency nationwide. To promote further collaboration on labour reforms between states, UTs, and the central government, the Ministry announced plans to organize six regional meetings over the next two months at various locations across the country.
