Overview of PLFS Survey Findings for Q4 FY24
The Ministry of Statistics and Programme Implementation’s latest Periodic Labour Force Survey (PLFS) for the January-March 2024 quarter reveals significant disparities in unemployment rates across India. Kerala recorded the highest youth unemployment rate for the 15-29 age group at 31.8%, while Delhi boasted the lowest at 3.1%.
Unemployment Trends Across Different States
Significant findings include:
- Jammu & Kashmir, Telangana, Rajasthan, and Odisha also reported high youth unemployment rates, with figures reaching 28.2%, 26.1%, 24%, and 23.3%, respectively.
- States with the lowest unemployment rates for the same age group included Gujarat (9%), Karnataka (11.5%), and Madhya Pradesh (12.1%).
Gender-Specific Unemployment Rates
- Female unemployment rates were notably high in Jammu & Kashmir (48.6%) and Kerala (46.6%), with Delhi recording the lowest rate at 5.7%.
- Male unemployment was highest in Kerala (24.3%) and lowest in Delhi (2.5%).
Overall Unemployment Trends
The overall unemployment rate for the 15-29 age group slightly increased from 16.5% in the previous quarter to 17%, and for all age groups, it marginally rose from 6.5% to 6.7%.

Launched by the National Sample Survey Office in 2017, the PLFS aims to provide quarterly data on key employment indicators like the Worker Population Ratio, Labour Force Participation Rate, and Unemployment Rate for urban areas. This data helps gauge employment trends and guide policy-making.
