Introduction: The Ministry of New and Renewable Energy (MNRE) has re-imposed the Approved List of Models & Manufacturers (ALMM) for Solar Photovoltaic (PV) Modules, effective from April 1, 2024. This mandate requires the procurement of solar modules from manufacturers listed in the ALMM to boost domestic manufacturing and restrict imports.
Background:
- ALMM Order 2019: Issued on January 2, 2019, by MNRE, the ALMM Order specifies models and manufacturers of solar PV modules (List-I) and solar cells (List-II). ALMM enlistment requires valid Bureau of Indian Standards (BIS) registration.
- Mandate: Only models and manufacturers on the ALMM are eligible for use in Government Projects or Government-assisted Projects in India.
- Temporary Suspension: The ALMM Order was temporarily suspended for FY 2023-24.
- Exemption: Projects commissioned by March 31, 2024, are exempted from the ALMM requirement. Imports were allowed until this date due to the demand-supply gap in domestic manufacturing.
Applicability of ALMM:
- Government-Supported Schemes: The ALMM applies to government-supported schemes and projects where electricity distribution companies (discoms) procure electricity.
- Key Schemes: Includes the Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM-KUSUM) Scheme and the PM Surya Ghar Muft Bijli Yojana.
- Exclusions: ALMM does not apply to projects constructed under open access or captive projects by private companies.
